TUGUEGARAO CITY, Philippines – A man was arrested for allegedly masturbating in front of a woman here over the weekend.
Police took Nerbert Campo of Sto. Niño town to the psychiatric ward of the Cagayan Valley Medical Center after the incident that occurred inside a passenger jeep in Barangay Buntun.
