Scandal rocks Bohol town

TAGBILARAN CITY – A major scandal is rocking the province of Bohol in the wake of revelations that an ex-mayor of Panglao town masterminded the rape-slay of a young girl in 2004 and used the killing to discredit his opponent in the last mayoralty elections in the resort town. 

A key participant in the killing has implicated ex-mayor Doloreich Dumaluan as the brains behind the rape-slay of a young relative, Vivian Dumaluan, in barrio Bolod, Panglao on April 24, 2004. 

Formal charges were filed against Dumaluan and three others at the office of the provincial prosecutor of Bohol in connection with the murder.   

Also accused were Dumaluan’s brother Teofredo alyas Pingmay, Narciso Maghamil and Romeo Lapinig. Pingmay was the employer of the victim.

Alex Dasco, a driver of ex-mayor Dumaluan, has executed an affidavit naming Dumaluan and the three suspects as the people who lured Vivian to a beach resort owned by Dumaluan and used physical force to rape her repeatedly until she died. 

Vivian was working as a nanny in the house of Dumaluan’s brother Teofredo. 

Dasco said in his affidavit that Dumaluan told them to throw the body near their beach resort so that it would appear to be election-related.

At the time, Dumaluan was running for mayor against the incumbent mayor Benedicto Alcala.
