Talisay not hiring personnel yet

CEBU, Philippines -  Talisay City Hall has not hired additional personnel for the three newly created departments, namely, the City Population Office, the City Environment and Natural Resources Office (CENRO), and the Office of the City Architect. 

City Human Resource Development Office (HRDO) administration officer II Risty Dequit yesterday said that at least 22 positions will have to be filled up, including positions for department heads.

“Wala pa ta nag-opening or hiring kay wala pa man sa atong plantilla,” Dequit said.

She also said Comelec Resolution No. 9581 prohibits any public official to “make or cause any transfer or detail whatsoever of any officer or employee in the civil service, including public school teachers,” except upon prior written authority of the Comelec.

The new offices  are yet to be approved by the Civil Service Commission. 

In a separate interview, City budget officer Edgar Mabunay said the city will have to appropriate close to P5 million for the three offices including its personnel and office supplies and equipment.

The city council only approved the P582 million budget for 2013, but the budget shows no appropriations for the three offices. 

The budgetary requirement for each department is close to P2million.

The Department Head will receive a salary of P42,163.00 per month; Administrative Officer will receive P15,389.00 per month while utility/driver/administrative aide will approximately receiving a salary of P8,000. 

Mabunay said Section 76 of Republic Act 7160 or the Local Government Code states that “every LGU shall design and implement its own organizational structure and staffing pattern taking into consideration its service requirements and financial capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission.”

“We will allocate a budget for this pero after May 2013 election na. Mag-supplemental budget na ta niini,” Mabunay said.  (FREEMAN)
