Tropical depression "Quiel" crossed Ilocos Sur and was tracked heading toward the South China Sea yesterday afternoon.

It is expected to induce the southwest monsoon and bring rains especially in the western section.

At 4 p.m. yesterday, the center of "Quiel" was estimated at 100 kms southwest of Vigan, Ilocos Sur with strongest sustained winds of 45 kph near the center. It is forecast to move west-northwest at 15 kph.

Public Storm Warning Signal No. 1 is in effect over the Ilocos provinces, Abra, Mt. Province, La Union and western Pangasinan.

These areas will have rains and winds of not more than 45 kph and moderate to rough coastal waters.

"Quiel" is expected to be at 380 kms west of Vigan this afternoon.

Meanwhile, tropical storm "Roskas" was estimated at 600 kms east-northeast of Basco, Batanes with maximum sustained winds of 75 kph near the center and gustiness of up to 90 kph. It is forecast to move northwest at 19 kph.

Northwestern Luzon will have rains with occasional gusty winds, and moderate to rough seas. The rest of the country will have mostly cloudy skies with scattered rainshowers and thunderstorms, and slight to moderate coastal waters.
