Sara Duterte's confidential funds gone in 24 hours — not 11 days, says alleged bagman

MANILA, Philippines — Vice President Sara Duterte did not finish the Office of the Vice President’s (OVP) confidential funds within 11 days as previously thought: the money was gone in 24 hours. 

This is according to a shocking testimony from Duterte’s alleged bagman Ramil Madriaga as he makes his first appearance at the House of Representatives for the justice panel’s impeachment hearing. 

Duterte had garnered heavy criticism from lawmakers and citizens alike when the Commission on Audit confirmed that the OVP spent P125 million in just 11 days. 

A former bagman now begged to differ. 

Madriaga read out his supplemental affidavit during the hearing, where he claimed to receive and deliver money on behalf of the vice president. He detailed an incident on December 20, 2022. 

Duterte called him, saying that deliveries were to be made to three locations: San Pablo in Laguna, the comedy club Nightstrip in Quezon City, and the Office of the Ombudsman. 

From the Department of Education Central Office, Madriaga said that he and Duterte’s security aides were handed four bags of cash by OVP special disbursement officer Gina Acosta. Each bag allegedly contained P30 million to P35 million.

Madriaga said that he and Duterte’s security aides, Col. Dennis Nolasco and Col. Dante Lachica, each got P1 million as their own share. 

“A few years later, I read from several media reports that the P125,000,000 OVP confidential funds in 2022 were reportedly utilized in just 11 days. This is wrong because I personally disposed the money in less than 24 hours,” Madriaga read from his affidavit. 

Madriaga makes his first appearance at the House’ impeachment proceedings against Duterte. Duterte herself is a no-show in the impeachment hearing, despite promising a bloodbath.
