Ex-DPWH exec surrenders P40 million over flood projects

MANILA, Philippines — A former Regional Director of the Department of Public Works and Highways (DPWH) has returned alleged anomalous flood control funds amounting to P40 million.

Former DPWH National Capital Region Director Gerard Opulencia returned the amount to the Department of Justice (DOJ) on Tuesday, December 16.

“Ito ay commitment na magsa-uli ng P150 million,” Acting Justice Secretary Fredderick Vida told reporters.
(This is part of his commitment to return P150 million.)

Opulencia, who is currently a respondent in five cases under preliminary investigation by the DOJ concerning alleged ghost construction projects contracted by Syms Construction in Balagtas and Pandi, Bulacan, has been provisionally admitted into the Witness Protection Program.

Among the lawmakers who were respondents to the case are former Sen. Bong Revilla and fugitive former lawmaker Zaldy Co.

According to Vida, Opulencia's formal acceptance as a state witness is contingent on a Memorandum of Agreement he signed with the DOJ, which sets the agreed-upon amount at P150 million.

It may be recalled that former Bulacan District Engineer Henry Alcantara surrendered P110 million to the DOJ on November 28, representing a portion of the alleged P300 million in "kickbacks" he supposedly received from anomalous flood control projects in Bulacan.
