AFP reassigns VP Sara's ex-security chief over confidential fund case

MANILA, Philippines — The Armed Forces of the Philippines (AFP) has reassigned Col. Raymund Dante Lachica, former head of the AFP Security and Protection Group (formerly the Vice Presidential Security and Protection Group) amid an existing case filed against the OVP’s alleged misuse of confidential funds.

In a statement Tuesday, the AFP confirmed that Lachica was transferred back to the Philippine Army effective October 4. He was replaced by Lt. Col. Joseph Israel Eleosida.

“The reassignment was made in view of an existing case filed before the Office of the Ombudsman involving Colonel Lachica and [former VPSPG deputy commander] Colonel Dennis Nolasco,” the AFP said.

The AFP assured that the leadership transition would be “smooth” to maintain the professionalism and efficiency of the security group.

Lachica’s name surfaced in a congressional inquiry last year after officials from the Office of the Vice President (OVP) and the Department of Education (DepEd) testified he and Nolasco received millions of pesos in confidential funds.

In a House hearing in November 2024, OVP disbursing officer Gina Acosta testified that Vice President Sara Duterte authorized the release of P125 million in confidential funds to Lachica in 2022. DepEd disbursing officer Edward Fajarda also said P37.5 million was withdrawn in tranches and handed to Nolasco in 2023.

Duterte has denied any misuse of funds, previously saying the inquiry was politically motivated and aimed at building a case for her impeachment. She has also accused the Marcos administration of using her to divert attention from alleged corruption in public works projects

In a separate statement, the OVP said it was only informed of Lachica’s relief on October 6 and was not given any explanation.

“The OVP expresses its sincere gratitude for the outstanding contributions made by Col. Lachica… We salute his resoluteness, professionalism, and integrity,” the office said.
