DPWH allows execs, staff not to wear uniforms to avoid harassment, bullying

MANILA, Philippines — Officials and employees of the Department of Public Works and Highways (DPWH) are excused from wearing their uniforms amid the flood control controversy.
In a memorandum dated September 9, the agency said its officials and employees are excused from “wearing the prescribed uniform until further notice.”
“All officials and employees of the DPWH are nevertheless expected to report for duty in appropriate and presentable attire at all times, in accordance with Civil Service Commission Memorandum Circular No. 16, s. 2024 (Revised Dress Code for Government Officials and Employees), and in keeping with the standards of professionalism in public service,” the agency said.
The memorandum did not state the reason for the exemption, but a Facebook post from the DPWH said it is to protect employees from harassment or bullying.
The order was issued in the middle of a congressional probe into alleged anomalous flood control projects, which cover accusations of corruption, overpriced contracts, substandard work, and ghost projects.
Some DPWH officials and government contractors were allegedly involved in the case. On September 8, former DPWH engineer Brice Hernandez implicated Sens. Jinggoy Estrada and Joel Villanueva in the flood control mess.
The Department of Justice also issued a total of 43 Immigration Lookout Bulletin Orders against DPWH officials and government contractors.
