MANILA, Philippines — More than a third of Filipino voters either experienced or knew of vote buying incidents during the midterm elections, an OCTA Research group survey showed.

Thirty-eight percent of respondents in the July 12 to 17 survey said they encountered or were aware of incidents of vote buying during the May 12 polls.

Of the number, 71 percent said they believe that vote buying affected the outcome of the elections.

In Mindanao, the survey recorded 62 percent, followed by 45 percent in the Visayas, 37 percent in Metro Manila and 24 percent in other parts of Luzon.

As for socioeconomic classes, respondents from classes ABC have the highest reported knowledge of vote buying at 51 percent, followed by classes D and E at 37 percent.

The Commission on Elections have a “coordinated response” to address the problem, OCTA said.

Stronger monitoring and enforcement, tougher legal penalties, targeted voter education and broader democratic safeguards are among OCTA’s recommendations.
