NCSC official dismissed for dishonesty, misconduct
MANILA, Philippines — Malacañang has dismissed an official of the National Commission of Senior Citizens (NCSC) for serious dishonesty, grave misconduct and conduct prejudicial to the best interest of the service.
Executive Secretary Lucas Bersamin confirmed yesterday the dismissal of Reymar Mansilungan as NCSC commissioner for falsifying his academic credentials, misusing government funds and defying official directives.
The Palace acted on complaints filed by Senior Citizens Party-list Rep. Rodolfo Ordanes and a certain Miguelito Garcia, who accused Mansilungan of misrepresenting his educational background in his application for the position of NCSC commissioner.
Mansilungan claimed to have obtained a Bachelor of Arts in Mass Communication degree from the University of the Philippines.
However, a certification from the UP Office of the University Registrar stated that Mansilungan had “no record of enrollment in UP,” according to a decision signed by Bersamin on April 23.
Mansilungan, who served as commissioner for North Luzon, was also found to have authorized the grant of mid-year bonuses to personnel under contract of service, in violation of Department of Budget and Management regulations.
The Office of the President ruled that these actions “tarnished the image and integrity of the NCSC,” making Mansilungan liable for conduct prejudicial to the best interest of the service. — Jose Rodel Clapano
