MANILA, Philippines — The European Union (EU) has never funded local groups linked to the Communist Party of the Philippines (CPP), contrary to claims by a Palace official.

In an interview on “The Chiefs” Tuesday night on One News-Cignal TV, EU Ambassador Franz Jessen said they have been “extremely cautious” about dealing with groups seeking EU assistance.

“For many years we are extremely cautious and very careful in making sure that it will not happen and this does not happen so we have not supported (communist-affiliated groups),” Jessen said.

“Of course we have no intention and will not support any group that’s affiliated with the Communist Party of the Philippines,” he said.

Presidential Communications Operations Office Undersecretary Lorraine Badoy earlier claimed that EU is funding groups with communist ties.

Badoy, head of the strategic communications for the National Task Force to End Local Communist Armed Conflict, said European funding for several non-government organizations allegedly linked to communist rebels had been shut off almost completely.

Brig. Gen. Antonio Parlade, deputy chief for civil military operations, earlier said EU funding for some groups had been placed on hold after the regional bloc was informed about its supposed ties with the rebels.

In June, Foreign Affairs Secretary Teodoro Locsin Jr. said he ordered all Philippine embassies in Europe to make sure that all donations to non-government organizations in the Philippines were cleared with the Philippine government.

Locsin issued the order after getting information that EU donations ended up in the accounts of groups considered fronts of the CPP and its armed wing the New People’s Army.
