Jaguar, “Yawa’s” fall usher new groups

CEBU, Philippines — The fall of drug lord Jeffrey “Jaguar” Diaz, Rowen “Yawa” Secretaria and the admission of self-confessed drug-lord Franz Sabalones in 2016 paved the way for the rise of Rustico Ygot’s drug syndicate in Cebu.

President Rodrigo Duterte’s crackdown against drugs had killed some 5,176 individuals based on the Philippine National Police “Real Numbers” records and arrested 170,689 drug personalities from July 1, 2016 to January 31,2019.  Critics of the government, however, have a different count of those who died – more than double than that of the state.

But still, narcotics continue to flood in the streets.

The biggest drug haul recorded in Cebu so far was P190.4 million in separate operations – in Barangay Inayawan, Cebu City and Barangay Casili, Consolocaion last March 3.

The arrest busted the biggest players in the illegal drug scene in Cebu City now – which lead to Ygot, a person deprived of liberty incarcerated at the New Bilibid Prison, for illegal drug charges last 2016.

The Intelligence Division of the Police Regional Office (PRO)-7 traced that Ygot was a former live-in-partner of Jocelyn Encila, who is tagged as Cebu’s drug queen.  She allegedly is Ygot’s direct contact.

Encila, upon the orders of Ygot, reportedly receives, stores, and distributes the illegal drugs shipped from Luzon and Mindanao.

The police claimed she distributes to the group of Elymar Ancajas, who yielded he bulk of the biggest drug haul with P122.4 million.

Encila has a cousin in Bohol who is a police officer with a rank of Police Officer 2 assigned at the Bohol Provincial Police Office and a resident of Barangay Tangke, Talisay City.

Based on the police’s investigation, Encila, reportedly a former Japayuki, had a romantic relationship not only with Ygot but also with three others, who is in the matrix as her drug protectors.

She was first involved with the intelligence officer from the Coastguard last 2003, whom she had two children.

After that, she also had a fling with another police officer with a rank of Police Officer 3 and assigned at the Cebu City Police Office.

Their romance did not bear any children, though.

Then she jumped to Jake Arglo Garces, who is known as another big time drug lord, who met Ygot in the New Bilid Prison. Arglo is in jail for a murder case and has records of fixing cases. He also received drug supply from Ygot.

Encila and Garces have one children during their relationship.

In 2016, Encila met a cop with a rank of Police Officer 1, who went AWOL, after her arrest.

The proof of their relationship was in Encila’s phone where they were together in vacations, family events and visiting Encila’s farm.

The police officer, based on the matrix, has been involved in illegal drugs following his vice as a cockfight gambler. He was often seen during his years assigned with the Regional Mobile Force Battalion in Sibonga, Cebu gambling.

In his activities at the cockfighting arena, he met the former barangay captain of Barangay Logo, Borbon, Cebu Jennifer Mercader , who was arrested last 2017 for drugs and possession of loose firearms.

He escaped from Medellin District Jail on March 6, which was about three days after the biggest drug haul.

Below the police officer, who is Encila’s current lover are two more individuals – another is a drug suspect from Barangay Duljo Fatima. Both have links to a former policeman Wilfred Cabillo, who went on AWOL and was dismissed from the service for grave neglect of duty before he was arrested in a buy-bust operation last 2017.

Cabillo is a classmate with Encila’s current lover, the cop who was part of the PNP Regional Training Center-7’s Exodus class of 2011.

According the intelligence chief of PRO-7, Senior Superintendent Remos Medina, the group disposed 300 kilograms before they got busted.  The total drugs disposed amounts to P2.4 billion.

They found it out after the arrest of Charlie Fortuna, who yielded P47.6 million worth of shabu in Barangay Cubacub, Mandaue City last February 8 inside a posh subdivision and a P13 million pesos house bought in cash last 2017.

A blue book detailed Fortuna sourced his supply from Ancajas, who in return, got it from Encila.

Jenelyn was killed by unknown assailants just beside her house in Labogon, Mandaue City three days after Jocelyn’s arrest after she visited her sister at the Consolacion police station where she will be temporarily detained prior to court orders.

Jenelyn reportedly was in cahoots with Jocelyn in the illegal drug business.

Police Senior Superintendent Julian Entoma, the director of the Mandaue City Police Office, said drug war was considered as motive in her killing.

He said that it was possible that some of Ancajas’ and Ygot’s henchmen went after Jenelyn to silence her. (FREEMAN)
