CEBU, Philippines — At least P2.4 billion is the proposed 2019 budget of the Mandaue City Government which will be tackled in the Sangguniang Panlungsod session tomorrow.

City Treasurer Regal Oliva it is  “zero-based budgeting” which means it should be what the offices would need.

"We based it on the expenses that they have had in the past years," Oliva said.

The zero-based budgeting is a method mandated by the government that is used in setting a budget in which all expenses must be justified for every new period.

"Niubos ubos atong budget kay naa mga items in the budget wala gigasto sa opisina," Oliva added.

Bulk of the proposed budget will go to the City Mayor's Office, Office of the City Engineer, General Services Office and non-office accounts, donations, financial assistance, cultural activities, sports activities are under non-office accounts, as well as the salaries of the job order workers.

Oliva said that there are no huge infrastructure projects slated in next year's budget.

"Sa 2019, I don't think that there are big infrastructure projects that will be charged in 2019 budget," Oliva said.

The big projects included in the 2018 budget were the P900 million new government center and the P180 million for the city's master drainage plan.

Oliva said these are continuing projects.

For this year, the city government have allocated a budget of P2.7 billion.

As for the revenues of the city, Oliva said they have collected P2.06 billion in revenues as of Nov. 15.

The city aims to hit the P2.1 billion mark in revenues by the end of this year.

Last 2017, the city government has reached its P1.8 billion revenue target.

Oliva added that the CTO expect to collect revenues worth P2. 4 billion by the end of 2019.

"Kung pila gyud ato budget , mao gyud na atong gitarget pud nga cash (revenues)," Oliva said. (FREEMAN)
