Barili Council set to discuss 15 proposed ordinances

CEBU, Philippines - The Municipality of Barili is set to pass around 15 ordinances this year.

 A public hearing of the proposed ordinances was held Friday at the Robert V. Alquizola Sports Complex in the said town.

 On top of the list was the proposed integrated solid waste management ordinance authored by Vice Mayor Jose Antonio Nemeño, who heads the committee on agriculture and environment in the Municipal Council.

 Councilor Fe Villegas also authored an ordinance on the use of road shoulders in Barili.

 Councilor Rene Alquizola who heads the committee on police, public order and safety, authored 11 proposed ordinances addressing various issues.

 These include the use of high intensity discharge  lamps on vehicles; drunken driving; blowing of horns at certain hours; the use of tailpipes without silencers or mufflers; civilians wearing replica or clothes similar to uniforms of the members of the Armed Forces of the Philippines, Philippine National Police and other law enforcement agencies.

 Also included in the proposed ordinances are on the operation of loud sound systems including video-karaoke machines; lack of reflective accessories of trisikads for visibility at night; the wearing of bonnets or masks by motorcycle riders doing business in the municipality; coordinated greening of Barili to help solve the serious global warming; responsible dog ownership; job localization; and the use of CCTV cameras in big establishments in Barili and additional cameras in the town’s crowded and strategic areas.

 Alquizola also passed several ordinances and resolutions last year.

 Other ordinances include designating a firecracker zone in the municipality; “forced evacuation” during calamities and emergencies; and requiring all high schools and college institutions in Barili to include the books on the History, Culture of Barili authored by Ms. Azucena Pace in their instruction.

 The Municipal Council is set to deliberate the proposed measures at the plenary for second reading after the said public hearing.

 After its approval on third and final reading, said ordinances will be published and reviewed by the Provincial Board before its implementation. — (FREEMAN)
