“Abusing the party-list system”

Ug pagseguro ang giingon nga mga underrepresented sectors, mga organization ug mga partido nga walay klaro nga mga konstituente, kahatagan og kahigayunan nga ma-sakop sa House of Representatives aron makatampo sila pagpanday og mga balaudnon nga makapabulahan sa nasud.

Specifically, ania: “As stipulated in Republic Act 7941, the state should guarantee a full, free, and open party system in order to attain the broadest possible representation of party, sectoral or group interests in the House of Representatives by enhancing their chance to compete for and win seats in the legislatures and shall provide the simplest scheme possible.“

Nahibawo na kita niini, apan, unsa may nahitabo? Matud pa, ”the spirit of the law has been eroded.” Sa ato pa, wala matuman ang katuyoan sa balaud.  Mao ba kini gihapon karon?

Dili lang ta maghisgot og mga ngalan kay sa 2010 pa ba ra kini nga editorial. Aduna kunoy anak sa usa ka gamahanang elected official sa kagamhanan nga nahimong first nominee sa party-list organization nga nag-representar kono sa mga security guards. Pagkabulahan sa mga security guards. Imagine duna na silay tingog didto sa Konreso.

Unya, duna pud kunoy second nominee sa usa ka party-list party nga anak sa gidudahang jueting lord. Ug at least duha kuno ka cabinet officials ang nalista nga mga nominees sa ilang party-list sector.

Nagpadayon ang editorial: “The lack of clear-cut definition of “marginalized” has emboldened some groups or individuals who want to consolidate their power and political interests to abuse the party-list system.”  Sa atong pangutana sa unahan, giabusahan ba pa kini karon ang party-list system?

Ang Comelec, matud pa,”has vowed to come up with guidelines to weed out the undesirables. They must not allow power-hungry individuals to abuse the party-list system.”  I hope. I hope.

Mangutana kita kon kining mga marginalized sectors nga gi-mention sa RA 7941, na-duly ug na-ably represented ba diha sa House of Representatives:  labor, peasant, fisherfolk, urban poor, urban poor, indigenous cultural communities, elderly, handicapped, women, youth, veterans, overseas workers, ug professionals.

Mangigisda ka, o urban poor, unsa may mga kaayohan nga inyong nadawat gikan sa inyong mga paerty-list representatives didto sa Kongreso? Veterano ka, o handicapped, nag-unsa man ang inyong mga partylist representatives (kon duna man) didto sa Lower House?

Kaming mga senior citizens, at least, kaming Sugbuanon nga mga seniors, sukad, wala gayud  makadawat og kabulahanan gikan sa mga senior citizen party-list representatives.

Hinungdan nga dunay mga sugyot nga wagtangon ang party-list system.

Apan, mosugot kaha niini ang atong mga politiko nga nakahatag man kini’g dakung advantage ngadto kanila.
