CEBU, Philippines — Nagtinguha si 3rd District Representative Pablo John Garcia nga moduo og balaudnon aron makahulma og buhatan sama sa Metropolitan Manila Development Authority (MMDA) dinhi sa Sugbo aron maoy makaabag sa mga lokal nga kagamhanan.

Nakita sa kongresista nga kinahanglan ang maong buhatan aron adunay motan-aw o modumala sa development sa urban areas sa Sugbo hilabina ang problema usab sa trapiko partikular sa Metro Cebu.

"The advantage of having this body would be consistency in policy, monitoring and enforcement. Traffic does not respect boundaries. In fact, traffic management in one LGU affects other LGUs. So there should be a body that sees the big picture and with the power to manage traffic accordingly," matud ni Garcia.

Ang MMDA usa  ka buhatan nga mo-assist ug mopatuman sa "integrated development plan" alang sa hiniusa nga katuyoan pagsulbad o pag address sa problema sa trapiko, climate change, waste management ug disaster prevention ug uban pa.

Si Garcia nagkanayon nga ang umaabot nga buhatan kun mapasar ang bill nga iyang i-file modumala ra sa national roads.

"This will be limited to national roads. There is no intention to strip traffic management boards of their powers to regulate traffic in local roads," matud ni Garcia.

Sa pagkakaron naghimo na siya og  draft sa ang maong balaodnon ug mokonsulta pa siya sa tanang kongresista sa Sugbo lakip na sa mga LGUs alang sa ilang posibleng ikapuno niini.

"There has to be a body that oversees, rises above each individual strategy of each individual LGU and this should be the traffic management board," matud ni Garcia.
