MANILA, Philippines — The Commission on Higher Education (CHED) has granted full college scholarship to the sister of Carl Angelo Arnaiz, a victim of an alleged case of extrajudicial killing in Caloocan City last year.

CHED officer-in-charge J. Prospero de Vera said Camille Anne Arnaiz, older sister of Carl Angelo, formally received a certificate of educational coverage from agency officials last week.

He said the educational assistance is in response to an earlier assurance made by President Duterte to the Arnaiz family that they will receive employment and educational assistance from the government.

“Camille will be included in our CHED student financial assistance programs from 2018 until she graduates. This is the response of the commission to the instructions of the President,” De Vera said.

Arnaiz intends to pursue a degree in business administration, according to CHED. She will receive full coverage of her tuition and other school fees, as well as other forms of assistance to help her in her studies.

Carl Angelo, a 19-year old student of the University of the Philippines, was found dead by his family at a morgue in Caloocan City more than a week after he left their home in Cainta, Rizal in August 17.

His companion, 14-year old Reynaldo “Kulot” de Guzman, was dead with around 30 stab wounds in Nueva Ecija a few days later.
