Gabriel "Flash" Elorde St. (unveiled at last after 32 years)

CEBUPEDIA - Clarence Paul Oaminal - The Freeman

It was on January 14, 1985 that the Cebu City Council enacted City Ordinance No. 1182 renaming "Gansiang St." within the Gochan Subdivision in Barangay Mambaling after Cebuano boxing icon, Gabriel "Flash" Elorde.

Political turmoil in 1986 with the replacement of Atty. Ronald R. Duterte, Mayor of Cebu City (he succeeded Dr. Florentino Solon who resigned after being appointed as Director of the Nutrition Center of the Philippines), caused the ordinance to be unimplemented for decades. Street naming/renaming ordinances become classic examples of numerous superficial legislative accomplishments when they are unimplemented. Atty. Ronald Duterte, who was briefly replaced by John Henry "Sonny" Osmeña, was the son of Atty. Ramon Duterte who became, in many instances, the Mayor and Vice Mayor of Cebu City. Ramon was the brother of Atty. Vicente Duterte (Governor of Davao and Cabinet Secretary), the father of Atty. Rodrigo R. Duterte, who became Mayor of Davao City and Philippine President in 2016.

It was on October 7, 2013 that CEBUpedia wrote an article on Elorde St. not known by many as the street still carried the name Gansiang St. despite the passage of the street renaming ordinance. Elorde St. is one of the three unimplemented street renaming ordinances advocated by CEBUpedia to be implemented. After a series of columns and letters to mayors Michael Rama and Tomas R. Osmeña, to the Cebu City Council, and even to CITOM, the first street renaming, from Lopez Jaena St. to Eduardo Aboitiz St. (city ordinance enacted on November 9, 1987) was finally carried out. The second renaming is from Gansiang St. to Elorde St. (unveiled on November 19, 2017). The third renaming is still waiting for the schedule of the family of the honoree, it will be the renaming of Progreso St. to Jose Leyson St. (ordinance enacted on August 5, 1971) to honor Leyson, one of the martyred governors of Cebu).

Added to the list is Jazmin St. which is officially called by virtue of a city ordinance enacted on June 5, 1977 as Nicolas Rafols Street. CEBUpedia gives its snappy salute to the officials of the city's Cultural and Historical Affairs Commission and the Cultural and Historical Affairs Office headed by Bryner Diaz, Florentino Boligor, Ka Bino Guerrero and all the hardworking personnel of the offices. Mayor Tomas Osmeña and Vice Mayor Edgardo C. Labella should also be lauded for giving attention and support to the commission.
