The Visayas-Mindanao delegates of the 1971 Constitutional Convention (Part 3)

The 1935 and 1971 Constitutional Convention Delegates were elected by the people by districts. This is contrary to the drafting of the 1987 Constitution as the Commissioners were appointed by the revolutionary government of President Corazon C. Aquino. To continue with the list of the delegates:

Northern Samar: Emil Ong and Cesar Sevilla.

Occidental Misamis: Lone District - Timoteo Ruben, Julio Osamis (although the correct spelling is Ozamiz), and Elizabeth Johnston.

Oriental Misamis: Lone District - Aquilino Pimentel Jr., Rolando Piit, Felino Neri, and Pablo Reyes.

With the passage of the 1987 Constitution, the two provinces were converted to two districts. Misamis Occidental: The First District was composed of Oroquieta City, Baliangao, Plaridel, Calamba, Sapang Dalaga, Lopez Jaena, Aloran, Concepcion, Panaon, and Jimenez. For the Second District it was Ozamiz City, Tangub City, Bonifacio, Tudela, Clarin, Sinacaban, and Don Mariano Marcos (now Don Victoriano Chiongbian).

Misamis Oriental: The First District was composed of Gingoog City, Magsaysay, Talisayan, Balingoan, Medina, Kinogitan, Sugbongcogon, Binauangan, Salay, Laonglong, and Balingasag. The Second District was composed of Claveria, Jasaan Villanueva, Tagoloan, Alubijid, El Salvador, Gitagum, Initao Laguindingan, Libertad, Lugait, Manticao, Naawan, and Opod.

Occidental Negros: First District - Carlos Ledesma, Rodolfo Gamboa, Beneito Montinola Sr., Emmanuel Aguilar, Ramon Hortinela Jr., and Ramon Gonzaga.

Second District - Arsenio B. Yulo Jr., Carlos Hilado, and Loreto Valera.

Third District - Gregorio Tingson, Plaridel Villadelgado, Jacinto Montilla, and Juan G. Yulo.

Oriental Negros: First District - Margarito Teves, Gonzalo Catan Jr., Vicente G. Sinco, and Cicero Calderon.

Samar: Lone District - Decoroso Rosales and Romualdo R. Mendiola.

At present there are three Samar provinces: Eastern Samar, Northern Samar, and Samar (Western Samar) now composed of two districts.

First District - Calbayog City, Almagro, Gandara, Matuguinao, Pagsanghan, San Jorge, Santa Margarita, Sto. Nino, Tagapul-an, and Tarangan.

Second District: Basey, Calbiga, Catbalogan City, Daram, Hinabangan, San Jose de Buan, Jiabong, Marabut, Motiong, Pinabacdao, San Sebastian, Sta. Rita, Villareal, Wright (now Paranas), and Zumarraga. (to be continued)
