CA rejects DU30's appointee for the third time

I got this report from my good friend, Elias Baquero who wrote in his Facebook page: "Congratulations to Dakay Construction and Development Corp. for being declared by Bangko Sentral ng Pilipinas as an outstanding respondent among large and medium firms in the country." BSP's energetic emcee, Atty. Gary Maningo said that as one of the pioneer construction firms, it has built some of the most iconic buildings reminiscent of "Old Cebu" as well as modern structures that depict the progress of the Queen City of the South today.

In fact, DCDC constructed the BSP Regional Office in Cebu, which was completed in 2002. "We build with integrity," is the motto of Dakay Construction and Development Corp. I concur with the BSP for recognizing the efforts of Engr. Ricky Dakay of Dakay Construction. More power to him!

I was watching on ANC TV the live coverage of the Commission on Appointments hearing on Department of Social Welfare & Development Secretary Judy Taguiwalo and after they had a closed-door session, I never suspected that the CA would reject the DSWD Secretary! Later that evening, I heard the news that 13 of the 25-member CA voted against the confirmation of Sec. Taguiwalo!

When asked by the media for her comments about her rejection by the CA, Sec. Taguiwalo said, "I consider it a badge of honor!" Indeed, just like Department of Environment and Natural Resources Secretary Gina Lopez who was doing a great job in cracking the whip on irresponsible miners, Taguiwalo was doing a great job at the DSWD! Mind you, this is the third time that Congress thumbed their noses against those that Pres. Rodrigo "Digong" Duterte appointed as Cabinet secretaries. The first rejection by the CA was Sec. Perfecto Yasay of the Department of Foreign Affairs then followed by DENR's Gina Lopez.

To those yellowtards who keep on insisting that Pres. Duterte is a dictator these two incidents is more than enough proof that our democracy is still working, not under a one-man rule as what you trolls want the Filipino people to know but the three branches of the government; the Executive, the Legislative, and the Judiciary are functioning as they should be functioning! Sec. Taguiwalo is a thousand times better than her predecessor Dinky Soliman who soiled the name of DSWD!

When asked by the press why the CA rejected her, Sec. Taguiwalo said that she took a strong stance against the pork barrel fund and because of this, she issued a memorandum circular stating that referrals from legislators are not needed for people to avail themselves of the services of DSWD. This should remind us that DSWD is in the forefront of helping poor Filipinos, which to elected officials is a conduit to their election into office. I would like to believe that Sec. Taguiwalo's memo did her in! Legislators always dip their fingers into DSWD matters!

As we wrote yesterday and promised a continuation in today's column, we wrote their concern about Maj. Gen. Jovito Palparan by the Association of Generals and Flag Officers, a group of retired officials of the AFP with some 800 members who have thrown their full support behind Palparan who is facing serious illegal detention charges before the Malolos Regional Trial Court for the disappearance of University of the Philippines students Sherlyn Cadapan and Karen Empeño in 2006.

The well-oiled media support of the Communist Party of the Philippines, the National Democratic Front, and the New People's Army have tagged Palparan as a butcher. But like what I've always said, the Armed Forces of the Philippines have always lost the propaganda war waged by the commies. But in truth, Palparan was an effective soldier, too effective perhaps that wherever he is assigned, the NPAs always dwindled in size. Hence they called him a butcher.

Yesterday I wrote about the infamous Morong 43 who were caught red-handed in Morong, Rizal, by a military intelligence group. They were disguised as Health Workers, but in truth many of them belonged to the NPA. But the Morong Regional Trial Court released them for illegal arrest. Of course that's because then Pres. Benigno "PNoy" Aquino III had them released!
