Department head. The "no lunch break" policy has been institutionalized in many government offices to ensure better delivery of services to the public. A head of one department in the Cebu City Hall, however, does not seem to have a penchant for work-above-anything-else.

Interview declined. Recently, a group of reporters barged into his office to interview him on some important financial issues concerning the city. But the department head declined the requests for interview, saying he still had to have lunch first. "Kami pud raba, wala pud mi lunch that time," said one the reporters. "Chaka na."
