Dispatching an organized operation

'TERMINAL FEES'. According to an Ear source dispatching operations along a street in the downtown area of Cebu City are so organized someone is making huge money out of it. Public utility jeepneys that park to wait for passengers have to pay a P30 "terminal fee" to people who determine the order in which PUJs get in line. After all that the PUJ driver separately pays the dispatcher per passenger that gets on his PUJ.

ORGANIZED. According to one PUJ driver, the terminal operations are only carried out at night to avoid scrutiny from traffic enforcers. When asked if a criminal syndicate is behind the operation, the driver only shrugged and refused to reveal further information.
