MANILA, Philippines — Amid concerns on rising operational costs, a fixed pick-up fare system for ride-hailing services has been revived by the Land Transportation Franchising and Regulatory Board.

The LTFRB said pick-up fare rates are capped at a radius of five kilometers.

Transport network companies (TNCs) must not collect any share or commission or impose a service fee derived from the pick-up fare, the LTFRB said.

Based on Memorandum Circular 2026-059, TNCs are barred from charging separate pick-up, booking, convenience or similarly denominated fees.

Before confirming bookings, TNCs must present the pick-up fare in the breakdown shown to passengers.

Passengers must be informed of the total fare, including the pick-up fee, before ride acceptance.

Pick-up fares must be reflected as a distinct line item in the electronic receipt or trip summary issued to the passenger upon a trip’s completion.

Fixed pick-up fare rates in the revived memorandum circular 2025-058 shows that for hatchback or subcompact vehicles, the price cap is P24 within a one-kilometer radius; P48 for two km; P72, three km; P96, four km and P120, five km. 

For sedan-type TNVS: P26, P52, P78, P104 and P130. 

For AUV/SUV type: P29, P58, P87, P116 and P145.

For premium TNVS: P58, P116, P173, P231 and P289.

LTFRB Chairman Vigor Mendoza II said the revival would serve as a middle ground between transport network vehicle service (TNVS) drivers’ concerns and commuters’ complaints of unauthorized and unregulated pick-up charges.

“While commuters’ welfare is a priority, part of our mandate is also to ensure that the concerns of those from the public transportation sectors are heard. In this case, the revival of the pick-up fare implementation will serve both ends,” Mendoza said. — Gerry Lee Gorit
