CCLEX issues rules to ensure safety of motorcycle riders

CEBU, Philippines — The Cebu Cordova Link Expressway Corporation (CCLEC) has issued safety measures and guidelines to ensure the safety of drivers of lightweight motorcycles with 125cc to 399cc.

On July 2, motorcycles will be able to cross the 8.9-kilometer Cebu Cordova Link Expressway (CCLEX).

The CCLEC has revealed that the entire expressway is a traffic discipline zone where traffic and safety regulations are strictly enforced.

“The welfare and safety of motorists are our utmost priority. The measures we have put in place are meant to make sure that all our motorists will have a safe, seamless, and pleasurable journey while using the expressway,” said CCLEC president and general manager Allan G. Alfon.

Motorcycle owners must comply with the speed limit of 40 kilometers per hour (kph) on the main bridge and curves, while 60 kph on the causeway.

The company said the prepared motorcycle lane should definitely be used. The bridge operator also prohibits overtaking.

To avoid an accident, motorcyclists are required to wear proper riding gear such as a standard protective helmet (full face, modular, off-road, half, open-face, dual sport) in accordance with Republic Act 10054 or Motorcycle Helmet Act of 2009 and LTO Administrative Order No. AHS-2008-015 which also prohibits the wearing of flip-flops, sandals, slippers, or even barefoot.

Backriding is allowed but only one person can ride.

The child can ride as long as it is really in the back and has the proper helmet and comfortably reach the standard foot peg.

Units carrying loads will not be allowed as it blocks the side mirror and covers the taillight and signal light.

Motorists are also advised to regularly check their rides especially the tires, lights, oil, chassis, and stands.

On the other hand, CCLEX toll areas will start implementing RFID stickers for motorists starting this July 1, 2022.

RFID registration for Class 1 to Class 3 vehicles will resume on June 28 through the Online Registration and Appointment System (ORRAS) atcclex.com.ph.

Starting late next month, bikers and pedestrians will be allowed to pass the new bridge through the designated sidewalk lane located on either side of the expressway for free.

Inspection

Meanwhile, outgoing Department of Transportation (DOTr) Secretary Arthur P. Tugade inspected the CCLEX on Saturday afternoon.

Alfon welcomed Tugade on the newly-opened expressway and highlighted the valuable and full support of the DOTr and its attached agencies in the successful construction of the CCLEX.

CCLEC, in a statement, said the support of the national government including DOTr, is instrumental in the completion of the project.

CCLEX, which is now considered the tallest and highest bridgeway structure in the country, was inaugurated by President Rodrigo Duterte on April 27, 2022 and opened to the motoring public on April 30, 2022.

The CCLEX was built for almost four years without closing shipping traffic on the busy Mactan Channel and Port of Cebu, is a project of CCLEC, in partnership with the local government units of Cebu City and Municipality of Cordova.

CCLEX, an engineering feat an d Cebu’s newest iconic landmark, is seen to not only ease traffic congestion in the metro but also spark socio-economic development in the province, according to a study by the University of San Carlos.

Tugade was accompanied by Land Transportation Office-7 regional director Victor Caindec, Cebu Ports Authority general manager Leonilo Miole, Mactan-Cebu International Airport Authority general manager Julius Neri Jr., DOTR Undersecretary, Atty. Giovanni Lopez; Toll Regulatory Board executive director, Atty. Alvin Carullo; Philippine Coast Guard officials, and other transportation industry executives. — Mitchelle L.
