In the book entitled “CEBU: History of its Four Cities & Forty Nine Municipalities” published in 1965, lawyer Gervasio Lira Lavilles, the brains of Cebu City Charter, says that Daan Bantayan has been recognized by its present name since the year 1834. Before that date, it was called Kandaya, which was derived from the name of Datu Daya, the leader of the first Malayan settlers of the place.
On January 4, 1949, President Elpidio Quirino issued an executive order converting sitios in Daan Bantayan into barrios. Quirino was not a stranger to Cebu, as he was the one who represented President Quezon during the inauguration of the Municipality of Cebu as a city on February 24, 1937. He was Secretary of the Department of Interior then. Here is the copy of the order:

ORGANIZING THE SITIOS OF TINUBDAN AND MALINGIN OF THE BARRIO OF BAGAY, AND LANAO OF THE BARRIO OF PAJO, IN THE MUNICIPALITY OF DAANBANTAYAN, PROVINCE OF CEBU, INTO INDEPENDENT BARRIOS UNDER THE SAME NAMES
Upon the recommendation of the Secretary of the Interior and pursuant to the provisions of section 68 of the Revised Administrative Code, the sitios of Tinubdan and Malingin of the barrio of Bagay, and Lanao of the barrio of Pajo, in the municipality of Daanbantayan, Province of Cebu, are hereby organized into independent barrios under the same names.
The organization herein made shall take effect immediately.
Done in the City of Manila, this 4th day of January, in the year of Our Lord, nineteen hundred and forty-nine, and of the Independence of the Philippines, the third.
