By far, there are three Father and Child Governors of Cebu these are Parents whose son or daughter also became governors. The first of the three sets:
Don Sergio Suico Osmeña and his Junior.
Don Sergio Suico Osmeña (born on September 9, 1878 and died on October 19, 1961) succeeded Gov. Juan Climaco, the first elected governor of Cebu. Osmeña assumed the governor's office in 1904 after Don Juan Climaco retired from the government office and stayed in his farm in Toledo, Cebu.
Climaco and Osmeña are relatives, with the latter becoming governor after he was appointed by the Americans as Provincial Fiscal of Cebu. Don Sergio vacated his position as governor when he ran for the National Assembly and subsequently elected as the first Speaker of the Philippine National Assembly.
Don Sergio chose his successor in the person of Don Dionisio Jakosalem in 1907 who served until 1912 (a major street in Cebu City is named after him).
The son of Don Sergio, Sergio "Serging" Chiong Veloso Osmeña Jr., born on December 4, 1916 (his mother died two years after his birth, and Don Sergio remarried), was elected governor of Cebu after defeating Incumbent Governor, Dr. Manuel Cuenco in 1951. Serging was the youngest child of Don Sergio Osmeña and Dona Estefania Chiong Veloso. In 1955, Serging vacated the governor's office and ran for city mayor of Cebu, earning the title as the "First Elected Cebu City Mayor" in 1955. Serging died on March 26, 1984 while in exile in the United States of America.
The second father and child governor of Cebu was Don Mariano Jesus Cuenco and his doctor son.
Don Mariano Jesus Albao Cuenco became the next governor after Governor Arsenio Climaco, a nephew of Governor Juan Climaco (from 1923 to 1930). Climaco died on November 15, 1952.
Don Mariano fondly called as "Anoy" became the patriarch of the Cuenco clan of Cebu, presently a great grandson, James Anthony Roa Cuenco is a councilor of Cebu City, while his grandson, Atty. Antonio Veloso Cuenco though not holding an elected position is the chairman of the Cebu City Sister City Commission.
M.J. Cuenco was born on January 16, 1888 to spouses Mariano Albao Cuenco and Remedios Lopez Diosomito. He became a lawyer in 1913, a year before he was elected as member of the old 5thDistrict of Cebu. The Cuenco's dominated the old 5th District of Cebu for decades, Don Mariano when he ran for the Senate, was replaced by his younger brother who was also a lawyer, Don Miguel as Representative of the District. Don Miguel in 1965 was succeeded by his grandnephew, Atty. Antonio V. Cuenco as representative of the district. The son of M. J. Cuenco, Manuel a doctor of medicine was appointed by President Roxas in 1946 as governor of Cebu and was later elected as governor of Cebu in 1947. He served until 1951. His mother was Filomena B. Alesna of Carcar, Cebu.
The 3rd father and child governor is Atty. Pablo Paras Garcia born on September 25, 1925 in Barili, Cebu. Garcia, a bar topnotch, served as a board member of Governor Rene Espina. Pablo, fondly called "Pabling," was congressman of the 3rdDistrict of Cebu from 1987 to 1995. He ran in 1995 as governor of Cebu and served until 2004. He retired from politics thereon but made a comeback in 2007 and was reelected as congressman of the 3rd District until 2013.
Gwendolyn Fiel Garcia, the eldest child of Pablo P. Garcia and Esperanza Fiel (a former Court of First Instance Judge of Cebu and active chairman of the Cebu CFI Cooperative), was elected governor in 2004 and served until 2013. Gwen earned the title as the "First Lady Governor of Cebu." In 2013, she ran and was elected congresswoman of the 3rd District of Cebu.
