Isolation cell for city jail sought

CEBU, Philippines - Talisay City Councilor Danilo Caballero, the vice-chairman of the City Peace and Order Council, recommends the construction of a “bartolina,” or isolation cell, for uncontrollable inmates at the Maghaway Detention and Rehabilitation Center in barangay Maghaway, Talisay City.

Caballero said he is waiting for City Jail Warden Chief Inspector Gil Inopia to request for it following an incident involving a German national who held him hostage last week.

Caballero said there is no isolation cell at the jail and therefore an inmate that breaks rules mingle with other inmates in the same cell.

“Importante man sab nga dunay matukod nga mga isolation cell aron mabuwag kadtong mga priso nga maghimo og kaguliyang,” Caballero said.

Thomas Michael Ruhland, 39, asked to speak with Talisay City Jail Warden Gil Inopia to follow up on his request to be allowed to see a dentist.

SPO1 Mikie Espina of the Talisay City Police Station said that Ruhland was allowed to enter the warden’s office inside the Talisay City Jail.

The German national reportedly handed Inopia a letter containing a list of his demands. (FREEMAN)
