Mobile library, barangay learning centers pushed
CEBU, Philippines — Cebu City Mayor Nestor Archival is pushing plans to launch a mobile library and establish Barangay Learning Centers across the city’s barangays to make education more accessible to children and residents in remote and underserved areas.
The initiative was discussed during a meeting with the Cebu Librarians Association Inc. (CLAI) at City Hall, where Archival underscored his administration’s commitment to inclusive, community-based learning.
“I had a meaningful discussion with the Cebu Librarians Association Inc. about how we can further strengthen learning opportunities for our communities, including the implementation of Barangay Learning Centers in every barangay in the city,” Archival said in a social media post.
The proposed Mobile Library will bring books and learning materials directly to barangays, particularly those with limited access to public libraries.
Archival said he plans to visit the University of San Carlos’ Mobile Library to study its operations and explore how Cebu City can adopt a similar model.
“Usa sa among giplanohan mao ang pagpahimutang og mobile library dinhi sa siyudad, aron mapaduol nato ang pagbasa ug pagkat-on sa tanang Sugboanon, ilabi na sa mga kabataan — bisan asa pa sila nagpuyo,” he said.
The mayor also highlighted the importance of complying with Republic Act No. 7743, which mandates the establishment of public libraries or reading centers in every barangay.
He said these facilities are essential in ensuring that all Cebuanos have access to quality learning tools.
“Ang edukasyon usa gyud sa mga prioridad sa akong administrasyon. Kay para nako, ang matag Sugboanon angay nga maalamon, lig-on, ug andam sa kaugmaon,” Archival added.
CLAI President Christler Miranda welcomed the mayor’s proposal, saying it could help foster a culture of reading and promote lifelong learning throughout the city.
The push for grassroots education follows one of Archival’s first actions upon assuming office — the reopening of the Cebu City Public Library for 24/7 operations.
On June 30, 2025, the library resumed round-the-clock service, fulfilling a campaign promise and restoring a vital space for students and lifelong learners seeking quiet study areas and access to reading materials beyond regular hours.
“This is not just about reopening doors. It is about reopening a space where people can learn, grow, reflect, and dream,” Archival said at the time.
