CEBU, Philippines — Police Major Orlando Carag, the chief of Talisay City police, will be reassigned to the National Capital Region as a staff of NCRPO Director Brigadier General Debold Sinas.
Carag will be replaced by Police Major Gerard Pelare, the current chief of the Provincial and Detective Management Branch.
Carag told the reporters on Monday that he will be assigned in NCR along with the transfer of Sinas, the outgoing PRO-7 director.
The report was also confirmed by Pelare who said that even without the formal order, he was already informed about the reassignment.
“Wala pa man pu’y order pero mao may ingon. I don’t know kung kanus-a mag-turn over (There is no order yet but that’s the talk. I still don’t know when the turnover will be),” Pelare told Cebu reporters in a phone interview.
Pelare said that he will be focusing on the campaign against illegal drugs as his initial plans for his transfer in Talisay.
“Kay related man ng crimes usually sa drugs. Unya dugangan lang nato og mga programs that will encourage the community to participate, kanang dili lang ang police ang galihok,” Pelare said.
Pelare added that his approach in implementing his plans for Talisay will be “comprehensive” as he will be involving all the sectors in Talisay.
He added that it wouldn’t be hard for him anymore to do that since according to him, Carag has done his best for Talisay.
Meanwhile, Cebu City Director, Police Colonel Gemma Vinluan assessed the early resignation of the Chief PNP Oscar Albayalde as a good gesture and an implication that Albayalde is open for investigation.
“So itong ginawa ni Chief PNP isa itong senyales na, open siya for investigation,” Vinluan said.
Vinluan said that she will let the national headquarters decide for Albayalde’s action since according to her, her opinion will not matter in the investigation.
According to Vinluan, the local police are not bound to suffer “low morale” over the resignation of their Chief PNP. Instead Vinluan encouraged her men to continue their jobs.
“Wala naman akong nakikitang naapektuhan sila,” Vinluan said, referring to the performance of her men. JMD (FREEMAN)
