CEBU, Philippines — The Cebu City’s Bids and Awards Committee (BAC) has scheduled a public bidding for the P47-million rental of heavy equipment needed in hauling the city’s garbage.
BAC Head Ronaldo Malacora told The FREEMAN that the said amount is intended for the months of September to December this year.
The budget is sourced out from the supplemental budget of the Department of Public Services which the city council has approved last August 14.
The P47 million will cover the rental of 11 dump trucks and 10 compactor trucks.
Malacora said they have not made any change in its terms of reference from the previous bidding.
The heavy equipment will be running for 24 hours. The winning service provider must have extra trucks in order to replace or repair any dilapidated equipment.
Other than that, the contractor is obliged to shoulder the fuel consumption.
The only role of the city government is to monitor the operation of the service provider and to pay its service fee.
Malacora said the Technical Working Group (TWG) will thoroughly review the submitted bidding documents of the participating bidders.
He said the winning bidder must comply with the conditions and must offer the lowest rental fee price.
The DPS has assigned supervisors to track down the daily operation of the rented trucks. These trucks will collect trash in the barangays to the private transfer station.
Since October 2017, the city has started renting trucks in order to improve the daily garbage collection, as per the directive of Mayor Tomas Osmeña.
As of writing, a bidder has yet to show interest in participating in the public bidding.
Malacora has no idea if the Pasajero Motors Corporation (Pamocor) will join in the scheduled public bidding.
The owner of Pamocor, Kasambagan Barangay Captain Franklyn Ong, who sits as an ex-officio member in the city council, told The FREEMAN that his company will not transact business with the city government knowing that he is now the president of the Association of Barangay Councils.
“No, Pamocor didn’t participate in the last bidding (garbage hauling operation for August to December) also,” he said.
To recall, Pamocor has a rental contract with the city government which started from the month of January and expected to end this August. (FREEMAN)
