Charges readied against jail guard

CEBU, Philippines - The Bureau of Jail Management and Penology (BJMP) is investigating the circumstances of JO3 Donald Ramas, who shot the warden who disapproved the leave of absence he filed last Friday.

The BJMP is looking at whether the leave, which was to take effect tomorrow, violated BJMP protocol.

BJMP rules state that an ordinary leave of absence should be filed a week before its effectivity, except for emergency cases. If the leave does not follow the one-week requirement and is approved by the jail warden, the warden will also be questioned by the regional office.

Chief Insp. Michael Anthony Bastes, Toledo City police chief, told The FREEMAN that charges for murder and frustrated murder will be filed against Ramas tomorrow.

Aside from the criminal case, Sr. Insp. Noel Ybarsabal of the BJMP now conducts investigation for the filing of administrative case against the suspect.

Ramas shot to death the Toledo City jail warden, 31-year-old Jail Inspector Anaclito Dusaran who was wounded in the legs and head.

Also hurt during the incident was the city jail’s administrative clerk, JO2 Maria Milamid Abella, 34.

Ramas, 42, was upset when Dusaran refused to approve his request for a leave of absence so he could process his documents for schooling. He gunned down his superior and Abella at the search area of the jail in Barangay Landahan past 1:00 p.m.

Ramas shot the victims point blank.

Abella is still confined at the Intensive Care Unit of the South General Hospital.

“Daghan to ug dugo nga gi-abuno sa iyaha pag-opera,” said Supt. Efren Nemenio, deputy director for administration of the BJMP. (She had to undergo blood transfusion.)

During the incident, jailers went out of the office to check but they could not respond as Ramas pointed his pistol at them.

Ramas left on board a motorcycle and surrendered to the Toledo Police Station where he turned over his pistol and three magazines.  Investigators recovered four empty shells of 9mm pistol from the crime scene.

SPO4 Carmelito Hornales, the desk officer, said that the family of Ramas visited him in jail yesterday.

When asked if Ramas would accept interview,

Hornales refused, saying the suspect does not allow any interview.  (FREEMAN)
