[Summary] => The National Bureau of Investigation (NBI) said it was set to submit to the Department of Justice (DOJ) an assessment report on the mental state of Ester Bailey, the eldest sister of slain Department of Foreign Affairs (DFA) Assistant Secretary Alicia Ramos on Monday.
Regional Director Edmund Arugay, of the NBI-National Capital Region (NCR), said they have instructed Dr. Romel Papa, head of the agencys Neuro Psychiatric Division (NPD), to conduct an examination on the 65-year-old Bailey, who has been confined at the St. Claire Medical Center in Makati City.
