Ang inaugural rites ng 21st edition ng biennial meet na ito ay dadaluhan nina Malysian Prime Minister Mahatir Mohamad at iba pang pangunahing opisyal ng Malaysia at royal dignataries sa pangunguna ni Sultan Salahuddin Abdul Aziz Shah, ang kasalukuyang hari ng naturang bansa na siyang magdedeklara ng pormal na pagbubukas ng Games.

"In light of the forthcoming Kuala Lumpur Southeast Asian Games and other international competitions, we deem it appropriate that our national athletes be equipped not only with physical and sports psychology training but also with values education," PSC chairman Carlos Tuason said.
