Sa pagtakas ng convicted alien 3 ex-BI commissioners, 6 pa pinakakasuhan ng graft

MANILA, Philippines - Pinakakasuhan ng graft ni Ombudsman Conchita Carpio Morales sina dating Bureau of Immigration (BI) commissioners Teodoro Delarmente, Roy Almoro at Jose Cabochan sa kasong paglabag sa Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) dahil sa illegal na pag-isyu ng medical passes at Summary Deportation Order (SDO) laban sa dayuhang si Vo Van Duc, isang suspected terrorist na convicted sa unlawful manufacture at possession of explosives.

Pinakakasuhan din ang mga dating hepe na sina Wendy Rosario (Civil Security Unit), ex- BI chief of staff Alejandro Fernandez, ex-acting warden Noel Espinosa, ex-legal aide Richard Perez, ex-security escort Francis Agana at ex-confidential agent Joselito Pagaduan dahil sa kasong Evasion through Negligence.

Sinasabing sina Delarmente, Rosario, Espinosa at Agana ay responsable sa pagpapalabas ng medical passes kay Van Duc  sa iba’t ibang araw noong 2005 kahit na walang rekomendasyon ng BI physician na nagbigay sa convicted alien ng temporary liberty ng tatlong linggo.

“Apparently, the medical passes issued by Delarmente had no basis but the ‘request’ made by Van Duc himself. Further, the medical passes made it possible for Van Duc to leave the BI Detention Center and enjoy the comforts of staying in an apartelle. All these respondents, conspiring with Delarmente, acted with manifest partiality and evident bad faith in giving Van Duc unwarranted benefit,” nakasaad sa resolosyon.
