‘Villanueva Law’ nilagdaan ni Duterte

MANILA, Philippines — Upang mapalakas ang pagpapatupad ng mga employer sa work safety standards ay nilagdaan na ni Pangulong Rodrigo Duterte ang ‘Villanueva law’ o ang Republic Act 11058 o an act strengthening compliance with Occupational Safety and Health Standards (OSHS) na si Sen. Joel Villanueva ang principal author.

Nasisiguro ngayon ng mga manggagawang Filipino na mas ligtas at malusog ang kanilang workplace makaraang lagdaan na ito ni Pangulong Duterte.

Ang ‘Villanueva law’ ang nag-amyenda sa 41-year old na Labor code of the Philippines kung saan ay naging maluwag sa paglabas sa OSHS.

“The signing of OSHS bill into law is a resounding victory to all our workers. With this law, the DOLE should be able to raise the OSHS standards compliance than just the 67% compliance rate in 2017 with 72 workplace accidents causing fatal injuries to 95 workers and non-fatal injuries to 117.  One death or one injury due to workplace accident is far too many.  This should stop,” wika  ni Sen. Villanueva, chairman ng se­nate committee on Labor, Employment, and Human Resources Development.

Nakasaad sa bagong batas ang magiging tungkulin at pananagutan ng mga employers, manggagawa at iba pang personalidad sa sumusunod: a) furnish the workers a place of employment free from hazardous conditions; b) give complete job safety instructions or orien­tation to all the workers; c) inform the workers of the hazards associated with their work; d) use only approved devices and equipment for the workplace; and e) comply with OSH standards including the provision of protective and safety devices such as personal protective equipment (PPE) and machine guards.

May multang P100,000 kada araw bilang admi­nistrative penalty sa mga employer sa kanilang pag­labag at non-correction ng kanilang paglabag matapos silang pagsabihan at sumunod dapat sa batas.

Binibigyan ng batas na ito ng kapangyarihan ang DOLE secretary upang magsagawa ng inspeksyon sa mga workplaces anumang oras upang mabatid kung sumusunod ang mga ito sa itinakda ng Villanueva law.
