Is CSCR an expressway?

There is now some sort of a debate about whether the Cebu South Coastal Road can be called an expressway.

“Expressway na siya kay gi-designed siya alang sa paspas nga mga sakyanan,” said a motorist who uses the CSCR daily.

“Dili uy. Ang expressway kanang CCLEX kay magbayad ka og toll,” countered another motorist.
