EDITORIAL - Why illegal butane canisters still proliferate

Following the latest fire incident in Lapu-Lapu City allegedly involving the use of illegally-refilled butane canisters, it seems the authorities are beginning to admit hopelessness in the campaign against such activities.

The Department of Energy Central Visayas office even admitted that the illegal refilling of butane canisters continues to proliferate in Cebu and across the region despite the serious issues regarding the safety of the patronizing public.

As far as the series of raids and arrests of those involved in refilling butane canisters are concerned, it’s really hard to say the authorities are remiss in their effort to curb the proliferation of illegal refilling, distribution, and retailing of liquefied petroleum gas.

Although the energy department has been regularly coordinating with the police and local government units in the campaign, many are wondering why the illegal activity remains rampant in Cebu and across the country.

Perhaps the problem lies in the area of information dissemination. We have to admit that there has never been much of a drive to properly inform the public about the grave risks involving the use of refilled butane canisters.

That is because a well-informed consumer will never risk his life buying cheap refilled butane canisters knowing the fact that they can cause fire and other accidents. He will always opt to go for those legally displayed in accredited stores.

In the absence of a massive information campaign, the business of illegally-refilled butane canisters will continue to exist because many will always patronize it despite the serious danger that these items bring.

Yes, the public commends the authorities for being aggressive in raiding and arresting those involved in refilling butane canisters. But, as many see it, the business will continue to exist as long there are those who patronize it.

That is why a massive information drive is crucial to the success of the campaign against illegal butane canisters.
