TANDEM. It has been ascertained that many of the crimes committed here were done by gunmen riding in tandem on motorcycles. The most recent crime was done by helmeted motorcycle riding gunmen.

IFUGAO. In Ifugao, the police solved this problem by banning the use of helmets that fully cover the face of a motorcycle rider. Anyone seen riding on a motorcycle and wearing a helmet will be apprehended and charged. Maybe we can minimize crimes committed by criminals riding in tandem by copying the Ifugao ordinance.
