SCABIES. A jeepney-commuting nurse told an Ear informer she happened to ride a jeepney where she sat next to a woman with scabies or skin diseases all over her uncovered arms. "Giagwanta ko lang kay ingnon nya tang asyosa, nagbasa pa ra ba ang ubang nuka-nuka," the nurse said to our Ear informer.

RULE. The nurse said if it doesn't violate any passenger's rights, "there should be a rule against or concerning passengers with skin diseases." What's the DOH rule on this matter?
