More proof on electronic PCOS dagdag bawas

A month ago, I heard that Tony Paño who was my editor for more than a decade, had stage 4 cancer. Last Friday, I heard that he passed on to eternal life. I first encountered him when he was night editor when Sir Max Soliven would ask me to send some reports directly to him. I saw him last time a few months ago when I visited the STAR offices. He was already very thin. May we request the pious reader to please pray for the repose of his soul.

When I was in Manila last Friday, I had a meeting with former Biliran Congressman Glenn Chiong who has been attending the Joint Congressional Oversight Committee (JCOC) where he exposed the massive electronic cheating with the use of the Precinct Count Optical Scan (PCOS), which the group Automatedº Election Systems (AES) Watch has proven with official documents. But how come there are no calls for a thorough investigation by Congress on the biggest election fraud in Philippine history? Anyway I asked Glenn to email me what we discuss and this is his email in full.

“Dear Manong Bobit, I write to update you on the current developments in our advocacy against electoral fraud involving the automated election system (AES). The Joint Congressional Oversight Committee (JCOC) on the AES has been conducting hearings since 14 August 2014. We continue to interpose our objections and submitted evidence to support our position as follows:

Documented PCOS transmission irregularities in the 2010 elections in the Province of Biliran detailing therein distinct cases of unauthorized network intrusion (hacking) involving at least 10 clustered precincts in 3 municipalities where election results were received by the MBOC at a time when the PCOS in question had in fact been turned off already. We have documented evidence of 4,114 ballots recorded by the PCOS in 145 clustered precincts in the Province of Biliran a few days before Election Day in 2010.

Then there’s RTC Branch 34’s (Nueva Ecija) final decision establishing that the official PCOS count for Bro. Eddie Villanueva in the 2013 elections in 3 identified clustered precincts was short by 119 votes than the physical ballot count. The JCOC subsequently ordered the recount of 1 of the subject precincts and found out that the physical ballot count was 366 while the PCOS counted only 278 or a significant difference of 88 votes. No matter what the Comelec say or do, the fact remains that 88 votes had not been reported by the PCOS.

We have more precincts in other places similarly situated but until presented to the JCOC, we will withhold disclosure. Most of the candidates, national and local, had been affected by these mysterious lines which either added votes to candidates even when their respective ovals were never shaded or wrongly nullified the votes for candidates because the lines caused over voting.

The end result is we do not have absolute guarantee who actually won the elections because we need to look at the ballot images in order to make the adjustments by adding votes then subtracting votes again to arrive at the correct vote count of the candidates.

Theoretically or statistically, any losing candidate with a margin of 20,000 votes against the presumptive winner could possibly overtake the latter if the wrong PCOS count averages more than 100 votes per clustered precinct in any political jurisdiction with at least 200 clustered precincts.

Finally, along with Dr. Margarita “Tingting” Cojuangco, we applied with the JCOC for transactional immunity for our witness to be able to testify and present the most compelling proof that the 60-30-10 voting pattern in the 2013 elections as discovered by Ateneo Professor Alex Muga in 59,667 clustered precincts across the country is not a mere statistical coincidence but that in reality it exists. We are still waiting for the immunity to be granted.

Our advocacy assumes greater relevance in the face of the Comelec’s plans to spend another 16.9 billion pesos of our hard-earned money to buy more of these vulnerable, unreliable, wrongly-counting but glamorized and possibly overpriced calculators called PCOS. We can only do so much to inform the public about this grave problem in our election system and can only hope that the people will act accordingly to prevent this from continuing.

If the public does not listen, at some point, we will have to let this problem take its due course and its exacting toll on the people. By then, it might be too late! Regrets don’t always come early enough. But warnings do! Thank you Mano! Sgd. Atty. Glenn Chong, CPA”

What a sick country! Pres. Benigno “P-Noy” Aquino III wants to investigate the huge traffic jam at the NLEX last Friday, but he refuses to investigate the massive electronic “dagdag bawas” that hit this nation that affected even his own aunt Tingting Cojuangco. But it was a big deal with then Pres. Gloria Macapagal Arroyo on her “Hello Garci” scam. What a shame!
