Salinas Drive, Cebu City

It is the road starting from Gorordo Avenue Junction leading to where the old airport was at Lahug, now the I.T. Park. It was in the 1960's that the civilian airport was transferred to what is now known as the Mactan-Cebu International Airport, Lapu-Lapu City, Cebu.

Salinas Drive is named after a City in the State of California, part of the County of Monterey in the United States of America. Salinas was incorporated into a town in 1874. It is coined from the Spanish word "salinas" which means salt marsh.

The City of Cebu and the City of Salinas entered into a sisterhood agreement by virtue of Cebu City Resolution No. 105 dated Jan. 20, 1964.  The sisterhood agreement counterpart (Salinas City Council) was created by virtue of Salinas Resolution No. 523 signed on May 18, 1964.

It is one of the earliest sisterhood city relationships Cebu City formalized. Another city agreement is with Kaohsiung City, Taiwan entered on Feb. 6, 1969. Other cities in the United States which Cebu City has a sister-city relationship with are the City of Chicago and City of Seattle, Washington.

A year after the resolution was passed on the sisterhood with Salinas City, the Cebu City Council, on motion of Councilor John H. Osmeña (who later became Mayor of Cebu City, Senator, Congressman of the 3rd District of Cebu and Mayor of Toledo City, Cebu) seconded by Councilor Benjamin C. Llanos enacted City Ordinance No. 532 on Apr. 19, 1965.

The City Council at that time was composed of ten councilors, unlike now when it is composed of councilors from two districts (1st and 2nd District of Cebu City, otherwise called the North and South Districts).

The City Mayor who approved the ordinance naming the Salinas Drive on Apr. 26, 1965 was Sergio Osmeña Jr. The Acting Chairman (Presiding Officer or today's Vice Mayor) was Florencio S. Urot. The City Councilors were: Luis V. Diores, John H. Osmeña, Eulogio E. Borres, Ronald R. Duterte, Benjamin C. Llanos, Mario R. Veloso, Raymundo A. Crystal and Bienvenido B. Tudtud.

The Secretary to the Mayor at that time was Vicente V. Pacifico, who also served under Mayor Carlos J. Cuizon.
