EDITORIAL - Image makeover

Since the Philippine National Police was created out of the defunct Philippine Constabulary and Integrated National Police, there have been numerous attempts at an image makeover for the nation’s cops. A favorite target was the potbelly, with strenuous exercise suddenly imposed on less-than-fit cops sometimes leading to death and serious hospitalization.

This time, the PNP is searching for a new uniform for its 140,000 men and women, to replace the current decade-old one whose 100 percent polyester fabric becomes too warm in the tropical heat. The PNP brass has chosen a cotton polyester blend but has yet to pick a new design, to be proposed by some of the nation’s top designers in a second fashion show set within three months.

PNP officials have pointed out that expenses for the new official clothing are already covered by the uniform allowance received regularly by all cops. The new uniforms will come on the heels of 60,000 new Glock pistols issued to PNP personnel a few days ago. The handguns will need to be accompanied by proper training, which will require sufficient bullets. Too many cops cannot shoot straight and are often outgunned by fleeing carjackers, bank robbers and other crooks. If cops are to be effective in their work, they should be given the necessary equipment, training and, if resources permit, additional members.

Retired police officials have said new uniforms, combined with physical fitness programs, may have some effect on public perceptions of the PNP and encourage a positive change in attitude among cops. The best way to improve the public image of the PNP, however, is actual performance. Cosmetic changes will not erase the negative image created by cops engaged in extortion, protection rackets and organized crime. New uniforms may be neater and allow the skin to breathe, but those entrusted with public safety will need to go beyond cosmetic changes to see a long-term improvement in their image.
