Passengers bound for southern Luzon flock to the Cubao Bus Terminal on March 28, 2026

MANILA, Philippines — With less than two weeks before Undas, the Land Transportation Franchising and Regulatory Board (LTFRB) approved yesterday 384 special permit applications covering 1,131 passenger buses.

The special bus permits cover routes in the provinces and major urban areas nationwide amid an expected surge in passenger traffic during All Saints’ and All Souls’ Days.

The Parañaque Integrated Terminal Exchange said more than 1.9 million passengers are expected for the Undas exodus.

The LTFRB said 1,080 buses given special permits had Metro Manila as their point of origin, with 402 units bound for Northern Luzon, 290 for Central Luzon, 185 for Southern Luzon and 61 for Bicol region.

Acting LTFRB Chairman Greg Pua Jr. said the board is still reviewing 28 more applications for 90 passenger buses.
