MANILA, Philippines — A thunderstorm affected Metro Manila on Wednesday afternoon, causing floods in some major roads as rush hour approached.
"All are advised to take precautionary measures against heavy rains, strong winds, lightning and possible flash floods," state weather bureau PAGASA said in a 3:35 p.m. advisory.
