MANILA, Philippines - The Metropolitan Manila Development Authority (MMDA) on Tuesday announced that the Unified Vehicular Volume Reduction Program (UVVRP) or the "number coding" scheme will be lifted Wednesday for the commemoration of the “Araw ng Kagitingan," a declared regular holiday.

The UVVRP is lifted during weekends and during public holidays.

Under the UVVRP, vehicles with license plate numbers ending in 1 and 2 are not allowed in EDSA and on the major streets of Metro Manila from 7 a.m. to 10 a.m. and again between 3 p.m. and 7 p.m. on Mondays.

Vehicles with license numbers ending in 3 and 4 are covered by the UVVRP on Tuesdays; 5 and 6 (Wednesdays); 7 and 8 (Thursdays) and 9 and 0 (Fridays).

Vehicles covered by the UVVRP for that day are, however, given the “window hours” of 10 a.m. to 3 p.m. to use EDSA and the other major thoroughfares such as the C-5 Road, Roxas Boulevard and the Diosdado Macapagal Boulevard, regardless of the cities covered.

The MMDA, however, reminds motorists that there are no “window hours” in Makati City, Malabon City and Las Pinas City.

The cities of Marikina, Muntinlupa, Taguig and Paranaque do not implement the UVVRP while Pasig City implements the window hours of between 9 a.m. and 4 p.m.

In Pasay City, the UVVRP is not implemented along the Ninoy Aquino Avenue, MIA Road, the Domestic Road, Sales Road and portions of Buendia Avenue.

Meanwhile, the MMDA advised motorists to keep away from some portions of EDSA from 10 p.m. of April 11 to 5 a.m. of April 14 as the Department of Public Works and Highways (DPWH) will be starting its reblocking work. The reblocking works on EDSA are slated to be finished by Easter Sunday.

Affected by the April 11 to April 14 reblocking works are the following portions of EDSA: in front of Urdaneta Village, Ayala (Southbound, 5th lane), Makati City; between Pasay Road and Magallanes (Southbound, 5th lane), Makati City; between Taft Avenue and Park Avenue (Southbound, 5th lane), Pasay City; before the Aurora tunnel (Southbound, 5th lane), Pasay City; and before J.P. Rizal ramp (Northbound, 4th lane), Makati City.

The MMDA said the affected portions of EDSA will be opened to traffic by the morning of April 14.
