"We will be able to relay if not this week,  by next week. Tapos na. Natanggap ko na 'yung report dahil sa busy 'yung mga nakaaraang araw hindi ko pa lang talaga natatapos mabasa at hindi ko pa narereport sa Pangulo," Roxas told a media briefing at the Philippine National Police headquarters in  Camp Crame, Quezon City.

 

Roxas, however,said that criminal liability, which was mentioned in passing in the report, will be determined by the law enforcement agencies such as the Department of Justice.

 

"Whether charges or 'yung culpability o 'yung legal culpability, DOJ or iba pang mga ahensya ang magdedetermina nyan. 

 

"Ang masasabi at nababasa ko ay ang nasasabi nitong report na ito ay eto ang nangyari. 'Yung sequence of events, 'yung kadahalinan kung bakit lumiyab ito hanggang sumabog 'yun ay nasa sa report. 'Yung sino ang may kasalanan bakit nangyari 'yan ay may bahagya rin sa report at whether that transmits to legal liability or not is for the DOJ to determine," he added.

 

Four persons were killed, including the one who was occupying the unit, and seven others were injured during the blast at the Two Serendra on the night of May 31.

 

Arson investigators had previously announced that the blast was caused by a gas leak inside the unit.
