PNP to use 'tambiolo' in cops' recruitment

MANILA, Philippines -Interior and Local Government Secretary Mar Roxas said the Philippine National Police will soon be implementing the "tambiolo" scheme to address the so-called 'padrino' system in the recruitment of policemen.
Roxas said the 'tambiolo' system of selection will give policemen a chance to prove their worth and allow them to start their career on a clean slate.
"Isang malawakang pagbabago ang gagawin natin sa recruitment na kung saan lahat ng pasado sa test ay itatambiolo na lang imbes na merong isang hepe , meron isang naghahari sa bawat rehiyon na nagsasabi na ikaw pulis ka, ikaw hindi," Roxas said in a radio interview.
Under the old system, a police chief has the prerogative of selecting policemen who will be assigned to a particular area.
The previous system is prone to corruption and bribery, Roxas said.
"Kung ganon ang sistema, laganap ang istorya na nagkakasuhulan at saka may padrino system. Pasimula pa lang ang career ng isang PO1 (police officer) ay dehado na siya at kinakailangan na niyang manuhol, sumaludo sa isang padrino," he said.
"Dapat pantay-pantay ang laban para sa lahat basta nakapasa ka. Hindi 'yung may taong nagsasabing mahusay ka o hindi," Roxas added.
