Comelec OKs relief of 3 NCRPO officials

MANILA, Philippines - The Commission on Elections (Comelec) has approved the relief of three chiefs of police in Metro Manila found underreporting crimes in their areas of jurisdiction.

The poll body gave National Capital Region Police Office (NCRPO) director Chief Superintendent Marcelo Garbo Jr. the green light to relieve Senior Superintendents Rodolfo Llorca of Pasay City, Arthur Felix Asis of Taguig City and Florendo Quibuyen of Mandaluyong City.

Llorca, Asis and Quibuyen were reassigned to the Regional Police Holding and Administrative Unit (RPHAU) at the NCPRO headquarters in Camp Bagong Diwa.

Senior Superintendent Michel Filart replaced Llorca while Senior Superintendent Tyrone Masigon replaced Quibuyen.

Garbo recommended Senior Superintendent Romeo Magsalos, a former Marikina police chief and Lanao provincial director, as Asis’ replacement but Mayor Lani Cayetano opposed his designation.

Filart is a member of the Philippine Military Academy Class ‘90 and Masigon of PMA Class ‘87 while Magsalos belongs to the Philippine National Police Academy Class ‘87.

Filart is the former head of the NCRPO’s Regional Investigation and Detective Management Division (RIDMD) while Masigon headed the Regional Public Safety Battalion (RPSB). Magsalos is the head of the District Public Safety Battalion (DPSB) of the Southern Police District (SPD).

As a result of the promotion of Filart and Masigon, Garbo reshuffled senior police officials at the NCRPO, a move that was also approved by the Comelec.

Senior Superintendent Ernesto Barlam replaced Filart at the RIDMD while Senior Superintendent Marcelo Morales was named as Masigon’s replacement.

Garbo also designated Senior Ariel Arcinas as the chief of the Regional Operations Division; Senior Superintendent Rimas Calixto as chief of the Regional Plans and Training Division; Senior Superintendent Patrocinio Commendador to the Northern Police District; and Senior Superintendent Robert Quenery to the Eastern Police District.

Except for Magsalos, all those promoted assumed their new positions effective yesterday.
