MMDA suspends ‘coding’

The Metro Manila Development Authority (MMDA) announced the suspension of the Unified Vehicle Volume Reduction Program (UVVRP), or "number coding" scheme.

Motorists going in an out of the metropolis will be free to use all major thoroughfares without fear of being apprehended.

The temporary lifting of the UVVRP allows all vehicles to ply Metro Manila streets regardless of the last digit of their license plates.

MMDA General Manager Robert Nacianceno said the suspension will begin today, Holy Wednesday.

Implementation of the UVVRP, he noted, will automatically resume next Monday after the Holy Week break as vehicle volume in Metro Manila normalizes.

The MMDA expects major thoroughfares to be considerably free of traffic jams since most families will be spending the five-day break in the provinces.

Nacianceno said more than 3,000 MMDA traffic enforcers will be fielded in strategic areas to ensure smooth traffic flow at critical points.

He explained that MMDA personnel will be manning routes leading to bus terminals, ports, and harbors in anticipation of heavy flow of commuters.

Traffic personnel will be fielded in at least seven major bus terminals, the North and South harbors, and roads leading to and from the domestic airport in Pasay City.

"Their primary task is to see to it that the riding public, especially the disabled, will have easy access to public transport systems," Nacianceno said. "Each traffic enforcer will be equipped with a hand-held radio to ensure commuters of an almost hassle-free Holy Week vacation."

MMDA traffic enforcers, he said, have been tapped to augment the manpower resources of the Philippine National Police and other traffic management units in Metro Manila.

Makati City Mayor Jejomar Binay, notwithstanding the lifting of the UVVRP, advised motorists to abide by traffic rules because these will be strictly enforced during the Lenten break.

In light of the Valentine’s Day bombing incident, Binay ordered both the Makati Police Department and the Public Safety Department (MAPSA) to beef up security measures around the city, particularly in crowded areas in the Central Business District.

The mayor said all components of the city’s protective sector, including barangay tanods, are being mobilized to ensure the prominent visibility of law enforcers throughout the city as a deterrent against any terrorists or criminal activities.
