Homicide investigators of the Western Police District are closely working with the Manila City Engineers Office in preparing charges against a construction firm in the wake of a construction accident in San Beda College that claimed the lives of three construction workers and left three others injured.
According to Chief Inspector Juanito Taluban, chief of the WPD homicide section, they are not rushing the filing of a case of reckless imprudence resulting in homicide against Legacy Construction Corporation, which was in charge of the construction of the gymnasium on the San Beda College campus in Mendiola, Manila.
Earlier, Manila Mayor Lito Atienza ordered the Western Police District and the Manila City Engineers Office to fast-track its probe of last Saturdays construction accident.
Three construction workers were killed and three others were injured after the scaffolding they were using to construct the San Beda College gymnasium collapsed.
Killed were construction workers Jimmy Tadena, 37; Mario Bertero, 40; and Ferdinand Katigbak, 22, concrete pump operator.
Tadena and Katigbak died at the Mary Chiles Hospital in Sampaloc while Katigbak died while undergoing treatment at the Lourdes Hospital in Sta. Mesa, Manila.
Injured in the incident were Berteros nephew Jojo, 22; and Gerry Garcia, 20; and Robert Moron, 35, a steelman. Police said Gerry was half buried in the rubble when he was rescued by men of the Bureau of Fire Protection at about 9:38 a.m. He was rushed to Philippine General Hospital (PGH).
Moron, Jojo and Gerry all sustained cuts in the head and body and multiple bone fractures in the arms and body.
Without warning, the scaffold, made of coco-lumber suddenly collapsed, causing Katigbak, Tadena and Jojo Garcia to fall. Fortunately, Jojo managed to cling to the scaffolding, softening his fall. Debris from the scaffolding and rubble fell on Gerry Garcia, Moron and Bertero.
Manila City Hall sources said the Legacy Construction Company has violated some of the provisions of the National Building Code (NBC) causing the tragedy.
According to the engineers of the Manila Building Office (MBO), the contractors failed to observe NBC provisions particularly that of providing notice to the City Hall engineers prior to their (cement) pouring activity. Mike Frialde and Cecille Suerte Felipe
